inactive windows dimming

Is it possible to add an option do make inactive windows darker instead of transparent. For example call it effect (selectable between transparency and darkening) and then apply it like before - with fading, z-dephth, etc.

I'm not sure if this is possible.
Also, Windows Vista and later, are not that easy to get all the things SE is doing to work properly
